Ways to Strengthen Community Colleges (1) Analytical Tools for Objective Statistics One of the problems in the debate over funding and choosing reforms is whether these reforms will be effective or not. The future expectations play a heavy role in making these decisions. In the neoliberal society we live in today, sometimes speculative logic drives decisions leading to disasters. Without objective metrics to test the effectiveness of reforms, no legislation for change will be enacted. The data available currently is too general such as student population, age distribution, and graduation rates (Bailey). The School Funding and Budget Stability Act of 2016 provides $15 million for institution effectiveness which should be spent on implementing the following analytical tools metrics: a) Graduation rates and transfer rates based on demographics such as race, gender, income, and duration of education. These metrics can be used to evaluate reforms on specific groups or even evaluate reforms targeted at specific groups. b) On large scale reforms, the monetary investment is huge, statistics on graduation rates per dollar of tuition, per dollar of instruction investment, and per dollar of state subsidy will demonstrate effectiveness of investment on a whole system level as well as effectiveness at each institution. c) Tuition has been a barrier to students, but there are no metrics to the extent of the impact.
